الملخص
بالنسبة لعامة الناس، لا يكاد يستخدم التعداد أكثر من معرفة عدد السكان. إنه هدف متواضع لمثل هذه العملية الشاملة. في الواقع، يُعد من أهم ما يمكن أن تقوم به الدولة لمعرفة السكان وخصائصهم، المساكن وكيفية تعميرها عند فترة محددة. يوفر المعلومات الأساسية التي تعتمد عليها الدولة، لتقييم سياسة التنمية ووضع التوقعات. إنه موجه للتخطيط والتنمية الإقليمية وإلا، كيف يمكننا فهم الوضعية التنموية وتحديد احتياجات السكان، إذا لم يتوفر لدينا بيانات عن الموارد البشرية، الخصائص الاجتماعية والديموغرافية وتوزيعها المكاني، من أجل معرفة أي نقاط من الإقليم سيتم نشر الأعمال المخطط لها. لا يقتصر الغرض من التعداد على ما ذكرناه أعلاه، فالمنهجين الوصفي والتاريخي الذي سوف نعتمد عليهما في هذا المقال كافيان بمراعاة جميع مزاياه. سنحاول زرع الثقافة الإحصائية ومن ثمة كبح الجهل الاحصائي المتفشي في المجتمع ومحاولة إثارة القارئ تجاه القضايا السكانية وسبل التنمية. For the general public, the census is used just for knowing the number of the inhabitants. It is a very modest goal for such a large-scale operation. In fact, it is one of the most important things the state can do to know the population and its characteristics, housing and how it is occupied at a specific time. It provides the basic information on which the state relies to assess development policy and define expectations. It is oriented towards regional planning and development. Otherwise, how to understand the development situation and determine the needs of the population, if we do not have data on human resources, socio-demographic characteristics and their spatial distribution, in order to know which points of the region will be designated for the planned works. The purpose of the census is not limited to what we have mentioned above, the descriptive and historical approaches on which we will rely in this article are sufficient to take into account all its advantages. We will try to cultivate the statistical culture and thereby curb the statistical ignorance established in society and try to excite the reader attention towards population issues and ways of development.
