الملخص
يعتر العزوف عن المشاركة السياسية للشباب من بين المواضيع التي تؤرق معظم دول العالم اليوم، والتي تبحث عن إيجاد حلول فعالة لهذه الظاهرة، من خلال تكييف منظومتها القانونية مع الواقع السياسي داخل البلد، وهو الأمر نفسه الذي ينطبق على الجزائر التي عرفت غياب شبه تام لهذه الفئة عن الحياة السياسية ككل والعملية الإنتخابية على وجه الخصوص، لذا سارع المشرع الجزائري إلى محاولة تدارك الوضع من خلال إصداره للأمر 21_01 المتعلق بالإنتخابات الذي تضمن مجموعة من الضمانات تهدف لتفعيل دور الشباب في الترشح لمختلف الإستحقاقات الإنتخابية. وتأسيساً على ذلك تتناول هذه الدراسة البحث عن الإجراءات القانونية التي إعتمدها المشرع الإنتخابي لتحقيق مشاركة قوية للشباب في الإنتخابات عامة والترشح على وجه الخصوص، والوقوف على مدى مسايرة هذه الفئة لهذه الضمانات، من خلال تسليط الضوء على نتائج أول تجربة إنتخابية كانت بعد صدور الأمر 21_01، وهي الإنتخابات التشريعية التي جرت أحداثها يوم 21 جوان 2021. Abstract: The reluctance of the political participation of youth is among the issues that restless most countries in the world today, which are looking for effective solutions to this phenomenon, by adapting their legal system to the prevailing political reality inside the country. . The same applies to Algeria, which has known an almost complete absence of this category from political life as a whole and the electoral process in particular. Therefore, the Algerian legislator hastened to remedy the situation by issuing Ordinance 21_01 related to elections, which included a set of guarantees to activate the right of youth to run for office. for various electoral appointments. Based on that, this study deals with the search for the legal procedures adopted by the electoral legislator to achieve strong youth participation in the general elections and candidacy in particular, and the extent of this category goes along with these guarantees by highlighting the first electoral experience that was after the issuance of Order 21_01, which is the legislative elections which took place on June 12, 2021.
