الملخص

أصبحت حماية المنتوجات الوطنية من بين الأولويات الحكومية و تعتمد في ذلك عدة مقاربات منها ذات الطبيعة الجمركية و الإدارية و الجزائية ، و هي الآليات التي تصنف على أنها تقليدية و مباشرة ، و مع تبني فكرة العولمة التجارية ، أصبح تقييد تدفق السلع و الخدمات مرفوضا في التعاملات الدولية ، لذا كان لزاما البحث عن اليات جديدة تحقق غايتين الأولى الوفاء بالالتزامات الدولية و الثانية حماية المنتوج الوطني ، و هو ما تحققه القيود ذات الطبيعة المالية ، و التي و إن كان ظاهرها تقييد حرية المعاملات في مجال الصرف إلا إن باطنها حماية المنتوج الوطني ، و من هنا يأتي دور هذا المقال في الكشف عن التدابير المالية التي كرسها المشرع الجزائري لحماية المنتوج الوطني و ذلك بدراسة اليتين أساسيتين هما تخفيض سعر الصرف و الرقابة عليه . The protection of national products has become among the governmental priorities, and several approaches are adopted, including those of a customs, administrative and penal nature, which are the mechanisms that are classified as traditional and direct. With the adoption of the idea of commercial globalization, restricting the flow of goods and services has become unacceptable in transactions. Therefore, it was necessary to search for new mechanisms that achieve two goals, the first is the fulfillment of international obligations and the second is the protection of the national product, which is achieved by restrictions of a financial nature, which, although outwardly restricting the freedom of transactions in the field of exchange, but its content is the protection of the national product, and From here comes the role of this article in revealing the financial measures devoted by the Algerian legislator to protect the national product, by studying the two main mechanisms: devaluation and control of the exchange rate.
