دمج الوحدات المحلية وتحسين الأداء الإداري والسياسي "نماذج من خبرات ناجحة"

الملخص
تحاول هذه الورقة البحثية دراسة واقع عملية دمج الوحدات المحلية وتحسين الأداء الإداري والسياسي، في فترة فاصلة عرفها العالم نتيجة ارتفاع عدد السكان وازدياد احتياجاتهم والتغيرات التكنولوجية الحديثة، وعدم مقدرة بعض الوحدات المحلية على تلبية متطلبات المواطنين وعدم القدرة على مواكبة التحديات الراهنة. نعالج هذه النقاط بدراسة نماذج من دول سعت الى دمج وحداتها المحلية وتقليص عدد الهيئات المحلية من جهة أخرى، مما مكنها من تقليل التكاليف التي تحتاجها الهيئة المحلية من بوابة العمل المشترك والبلديات المشتركة، إسهاما في تعزيز التنمية الاقتصادية المحلية والارتقاء بمستوى الخدمات المقدمة للمواطن . Abstract: This research paper attempts to study the reality of the process of integrating local units and improving administrative and political performance, in an interrupting period known to the world as a result of the rise in the population, the increase in their needs and modern technological changes, and the inability of some local units to meet the requirements of citizens and the inability to keep pace with the current challenges. We address these points by studying models from countries that sought to integrate their local units and reduce the number of local authorities on the other hand, which enabled them to reduce the costs that the local authority needs from the joint work portal and joint municipalities, as a contribution to promoting local economic development and upgrading the level of services provided to the citizen.
