الآلية الاتفاقية لمواجهة الهجرة غير الشرعية في الإطار الأورومغاربي

الملخص
يشهد الفضاء أو المجال الاورو مغاربي, ظاهرة الهجرة غير الشرعية بأبعاد مخيفة مما دعا طرفيه الجنوبي(دول المغرب العربي) و الشمالي (دول الاتحاد الأوروبي) إلى ضرورة تنسيق السياسات الثنائية في هذا المجال. و هذه الدراسة تركز على إبراز احدى هذه السياسات المنتهجة وهي الآلية الاتفاقية أو المنظومة التشريعية (الاتفاقيات و المعاهدات) المبرمة بين الطرفين و الرامية إلى الحد من هذه الظاهرة ومكافحتها, و التي تعتبر إحدى الأدوات الأكثر استعمالا من دول الضفتين لما لها من إيجابيات ولما أبرزته من قدرة على مواجهة هذه الظاهرة دائمة التجدد. الكلمات المفتاحية: الكلمة المفتاحية الأولى؛ التعاون الاورومغاربي؛ الهجرة غير الشرعية؛ الاتفاقيات؛ مسار برشلونة. Abstract: The phenomenon of illegal migration in frightening proportions is witnessing the phenomenon of illegal migration, which has called on its southern (Maghreb) and northern (EU) parties to coordinate bilateral policies in this area. This study focuses on highlighting one of these adopted policies, namely the convention mechanism or the legislative system (agreements and treaties) concluded between the parties and aimed at reducing and combating this phenomenon, which is one of the most commonly used tools from the countries of the two banks because of its positives and the ability it has highlighted to cope with this ever-renewing phenomenon . Le phénomène de l’immigration illégale dans des proportions effrayantes est témoin du phénomène de l’immigration illégale, qui a appelé ses parties sud (Maghreb) et nord (UE) à coordonner les politiques bilatérales dans ce domaine. Cette étude met l’accent sur la mise en évidence de l’une de ces politiques adoptées, à savoir le mécanisme de convention ou le système législatif (accords et traités) conclu entre les parties et visant à réduire et à combattre ce phénomène, qui est l’un des outils les plus couramment utilisés par les pays des deux banques en raison de ses aspects positifs et de la capacité qu’il a mis en évidence pour faire face à ce phénomène sans fin.
