تفعيل إستراتيجية إدارة الجودة الشاملة في التنمية المستدامة في الجزائر

الملخص

تحاول هذه الدراسة تسليط الضوء على مسألة الربط بين إدارة الجودة الشاملة و التنمية المستدامة ومحاولة الإجابة على الجدل القائم حول إمكانية الربط من عدمه ، حيث يمكن أن يلعبه تطبيق إستراتيجية إدارة الجودة الشاملة داخل مختلف المؤسسات و الهياكل الوطنية و الخاصة في الوصول إلى تحقيق التنمية المستدامة، التي أضحت تستهدفها مختلف الدول والحكومات كأحد النماذج التنموية البديلة القادرة على التوفيق بين النمو الاقتصادي والمتطلبات الاجتماعية ودون الإضرار بالبيئة الطبيعية، وذلك كله نتيجة للتغيرات الاجتماعية والاقتصادية التي أصبحت تفرض هذا النموذج التنموي البديل المبني على الحكامة العقلانية و الرشادة . Abstract: Total quality management (TQM) is considered to be one of the recent concepts. It is based on a set of basic principles that guide and organize economic firms on the bases of quality. It is a type of management by which everyone in the firm is implicated by improving his performance so as to achieve consumers and dealers satisfaction. Total quality management was first appeared in the USA after the world war two by some quality pioneers, namely, Deming, Juran, Crosby, and Feigenbaum. However, and because their work was not taken seriously by the American firms, some of these pioneers, namely Deming and Juran, turned to teach Japanese the concepts and techniques of total quality management during their visit to Japan at the beginning of 1950, unlike the Americans, the Japanese firms took into account this new type of management. They implement its concepts and techniques successfully. As a result, their good quality products invaded American and European markets. Influenced by the Japanese experience, American firms recognized the importance of total quality management in improving their performance and enhancing their ability to be more competitive. They were pushed by the Japanese to apply their concepts and techniques. That is why it is said TQM is American in its origin and Japanese in its application. Nowadays, All over the world, economic firms are interested in applying TQM, as it is the only means to their survival and persistence in a worldwide environment characterized by hard competition, fast economic evolution and open markets. Our current study is an attempt to analyse the conceptual framework of total quality management, and to determine its benefits and implications in improving the competitive positions of economic firms
