مقاربة معرفية للمفردات المصطلحية في إبرام الصفقات العمومية

الملخص
يهدف البحث إلى تحديد أهم المقاربات اللغوية والمصطلحية المتعلقة بمجال الصفقات العمومية أو ما تعرف بالطلبات العمومية، وفق رؤية تراعي أهم الضوابط التقنية لإبرام هذا النوع من العقود الإدارية ، وبما يسمح من معرفة الانعكاسات اللغوية لإبرام الصفقات العمومية خاصة وأن هذا المجال وبحكم حجم المبالغ المالية الخاصة به يوجب علينا معرفه أهم مصطلحاته وبدقة، بما يساهم من تفعيل آلية التواصل بين أغلب المتعاملين والإداريين الذين يجدون صعوبة في تحديد أهم مقومات المفردات الخاصة بهذا المجال على غرار الصفقة العمومية، التراضي البسيط ، طلب العروض، الملحق. كل هذه الأمور تشكل بداية ضرورية وبوابة أساسية لإعطاء وقفة معرفية مع بعض المصطلحات المفتاحية المتعلقة بالصفقات العمومية ولإضفاء مزيد من المرونة في التعامل في هدا المجال خاصة وأن هناك بعض الكلمات التي تتطلب بيان مفصل ومعنى دقيق لها، وهذا لغاية ضبط الدقة المصطلحية لتحقيق فعالية المفهوم المصطلحي وتحقيق اتفاق عام لكل مصطلحات هذا التخصص الجديد. The research aims to identify the most important linguistic and terminological approaches related to the field of public deals or what is known as public requests, according to a vision that takes into account the most important technical controls for concluding this type of administrative contracts, and in a way that allows knowledge of the linguistic repercussions of concluding public deals, especially since this field and by virtue of the size of its financial sums It is necessary for us to know the most important terms accurately, which contributes to activating the communication mechanism between most dealers and administrators who find it difficult to define the most important elements of vocabulary in this field such as the public deal, simple consent, request for proposals, annex. All of these things constitute a necessary beginning and a basic gateway to give a cognitive pause with some key terms related to public deals and to give more flexibility in dealing in this field, especially since there are some words that require a detailed explanation and precise meaning of them, and this is in order to adjust the terminological accuracy to achieve the effectiveness of the terminological concept and achieve General agreement for all terms.
