الملخص
The State Council in Algeria exercises its judicial mission in addition to the advisory function, which is subject to a set of procedures, whether within the framework of the amended and supplemented Organic law 98-01, or Executive Decree 98-261, or by reference to the internal system of the State Council 2019. Consultation is to assist the central administration in its legislative activity through draft laws and orders, and the research problem centered on the procedural framework for consultation before the Algeria State Council, and the study was divided into three sections. مجلس الدولة في الجزائر يمارس مهمته القضائية بالإضافة إلى الوظيفة الاستشارية التي تخضع لمجموعة من الإجراءات سواء في إطار القانون العضوي 98-01 المعدل والمتمم، أو المرسوم التنفيذي 98-261، أو بالإحالة إلى النظام الداخلي لمجلس الدولة 2019، والغرض من الاستشارة هو مساعدة الإدارة المركزية في نشاطها التشريعي عن طريق مشاريع القوانين والأوامر، وتمحورت إشكالية البحث حول الإطار الإجرائي للاستشارة أمام مجلس الدولة الجزائري، وقد تم تقسيم الدراسة إلى ثلاث مباحث.
