وفود المراقبة الدائمة لدى المنظمات الدولية وتطبيقاتها في الممارسة الدولية

الملخص
يطرح موضوع وفود المراقبة الدائمة لدى المنظمات الدولية وتطبيقاتها في الممارسة الدولية عدة إشكاليات تقع في دائرة الأنشطة الدبلوماسية للدول غير الأعضاء والكيانات والأقاليم غير متمتعة بالحكم الذاتي ، فمن ناحية تسعى المنظمات الدولية من أجل تحقيق أهدافها التي قامت من أجلها وتعزيز التعاون الدولي بينها وبين الدول والمنظمات التي تشترك معها في جانب من تلك الأهداف ، ومن ناحية أخرى قد تصطدم بطلب عضوية كيان معين بصفة مراقب دائم يسلك مسلكا مناقضا تماما لمبادئ تلك المنظمة الدولية وأهدافها ، والدراسة جاءت للإجابة عن بعض تلك الإشكاليات المرتبطة أساسا بالوضع القانوني لوفود المراقبة الدائمة لدى المنظمات الدولية وتحديد وظائف بعثة المراقبة وانتهاء مهامها وكذا الممارسة الدولية لهذا النمط الدبلوماسي المعاصر والمسائل القانونية والسياسية التي تطرحها تلك الممارسة . Abstract: The issue of permanent observer delegations to international organizations and their applications in international practice poses several problems falling within the sphere of diplomatic activities of non-member states and non-self-governing entities and territories . On the one hand, international organizations strive to achieve the goals for which they were established and to enhance international cooperation between them and the countries and organizations that share some of those goals with them , On the other hand, it may collide with the request for membership of a certain entity as a permanent observer, which behaves in a completely contrary to the principles and objectives of that international organization. The study came to answer some of those problems related mainly to the legal status of permanent observer delegations to international organizations , and determining the functions of the monitoring mission and the end of its tasks, as well as the international practice of this contemporary diplomatic style, and the legal and political issues raised by that practice .
