الجهود الدولية في مكافحة الاتجار غير المشروع بالمخدرات

الملخص
الملخص: المخدرات آفة تضررت منها العديد من المجتمعات ،انتشرت مع بداية القرن العشرين في كثير من الدول، فلم تتمكن الدول من الحد منها لقصر تشريعاتها الوطنية في معاقبة المجرمين و ملاحقتهم وإلقاء القبض عليهم، والاكتفاء بمكافحة الجريمة الداخلية ،بالإضافة إلى محدودية السيادة مما يسهل في فرار المجرمين وإفلاتهم من العقاب ،و الذي حتم علي المجتمع الدولي أن يسعي لتجريم المخدرات بصفة عامة وبالأخص الاتجار غير مشروع بالمخدرات، لذلك فقد أردنا من هذا البحث تبيان كيف جرم القانون الدولي الاتجار غير المشروع بالمخدرات ،من خلال الاتفاقيات التي نصت علي تجريم المخدرات والاتجار غير المشروع بها ،والتي أوضحت لنا الأجهزة الدولية المختصة ، المتمثلة في لجنة المخدرات ومكتب الأمم المتحدة للمخدرات و الشرطة الجنائية الدولية ،هذه الأخيرة أثبتت فعاليتها في التعاون الدولي وفي مكافحتها، لنصل في النهاية إلى نتائج مفادها أن المخدرات جريمة منظمة عابرة للحدود، وأن الاتفاقيات الدولية أساس قانوني للتجريم الدولي وحتى للتجريم الوطني ،مما يعجل بالمكافحة المشروعة بأجهزة دولية مختصة ،وتبقي أفضل النتائج المتحصل عليها وهي اختصار لأي جهد يبذل في مكافحة الاتجار غير المشروع بالمخدرات وهو مبدأ جوهري في السياسة الجنائية الدولية الحديثة الوقاية خير من العلاج . الكلمات المفتاحية Title: International efforts to combat drug trafficking Abstract: Drugs are a scourge from which many societies were affected. Countries were unable to limit them because their national legislation was limited to punishing criminals, prosecuting and arresting them, and being content with combating internal crime, as well as the limited sovereignty, which facilitates the escape and escape of criminals From punishment, which necessitated the international community to seek to criminalize drugs in general and in particular illicit trafficking in them, so we wanted from this research to show how international law criminalized illicit drug trafficking, through the agreements that stipulated the criminalization of drugs and drug trafficking, which the agencies explained to us. The competent international body, represented by the Commission on Narcotic Drugs, the United Nations Office of Drugs and Criminal Police, and the latter have proven their effectiveness in international cooperation and in combating them, so that we will finally reach conclusions that drugs are a transnational organized crime, and that international conventions are a legal basis for international criminalization and even national criminality.
