رواندا: النهوض التنموي بين الفرص والتحديات

الملخص
تعتبر روندا من أهم الدول الإفريقية التي إستطاعت تحقيق نهضة رائدة وواعدة في مسارها التنموي، وذلك رغم ما عرفته من عديد الأزمات السياسية والإقتصادية والإجتماعية، التي غيبت عنها التنمية والإزدهار، مع اعتبار ما تمتلكه من من ثروات وموارد طبيعية وغير طبيعية، بالتالي فكان لابد من إستغلال عقلاني لما تزخر به من إمكانيات وفرص لتقليص الفجوة التنوية وتحقيق نهضة حقيقية في كافة المجالات والقطاعات. نظرا لما تمثله هذه الدولة من نموذج رائد في مجال حوكمة التنمية في إفريقيا، نحاول من خلال هذه الورقة البحثية التركيز على أهم الأسباب الرئيسة التي أعاقت المسار التنموي في روندا وتأثير ذلك على مكانتها الدولية،ثم التنويه إلى أهم المبادرات والإستراتجيات التي تبنتها روندا في تحقيق النهوض التنموي وتجاوز كافة العراقيل و التحديات. تكمن أهمية هذه الدراسة في تحديد أهم العوامل التي جعلت روندا نموذج رائد وواعد في إحداث نهضة تنموية حقيقية في كافة المجالات والقطاعات، وتجاوز كافة مشاكلها الداخلية والخارجية، وبالتالي محاولة الكشف عن أسباب ذلك وتبيان مدى امكانية تعميم النموذج الروندي على باقي الدولة الإفريقية في تحقيق التنمية. Rwanda is considered one of the most important African countries, achieving a great renaissance toward development after facing numerous political, economic and social crises which had hindered the country’s prosperity for decades, despite its natural and wealth resources. Therefore, it was necessary for its leaders to rationally exploit Rwanda resources in order to amend the gaps in development and achieve a real renaissance in all fields and sectors. Rwanda represents a pioneering model in the art of resources and crisis management in Africa. For that, we try in this research paper to focus on the main reasons that impeded Rwanda development’s path, and their impact on the country’s international position. Then we point out the most important initiatives and strategies adopted by Rwanda in achieving development and overcoming all obstacles and challenges. The importance of this study lies in identifying the most important factors that made Rwanda a pioneering and promising model in bringing about a real development renaissance in all fields and sectors, and overcoming all its internal and external problems. Thus, we try to uncover the reasons for that growth and showing the possibility of generalizing the Rwandan model for the rest of the African countries to follow in order to achieve growth and prosperity
