أسباب عصرنة نظام الموازنة العامة في الجزائر

الملخص
قامت الجزائر كغيرها من الدول بعصرنة نظام موازنتها العامة وذلك بالتعاون مع البنك الدولي. حيث اشتملت الدراسة على خمسة أجزاء رئيسية، ناقشنا من خلالها الإطار المفاهيمي لحوكمة القطاع العام والمكانة التي تبوأتها الجزائر على مختلف المؤشرات التي يعدها البنك الدولي خلال الفترة التي 2003 ، كما تم تقييم أداء الموازنة العامة - سبقت انطلاق مشروع عصرنة نظام الموازنة بالجزائر 1995 في الجزائر. يعتبر تحسين صورة تسيير القطاع العام لدى مختلف المنظمات الدولية )صندوق النقد الدولي، البنك الدولي، منظمة الشفافية الدولية...(، إضافة إلى عدم كفاءة وفعالية استخدام الموارد العامة أهم الأسباب الرئيسية لعصرنة نظام الموازنة في الجزائر. Algeria like other nations has modernize its public budget system in collaboration with the World Bank. The study also describes the most important reasons for the modernization of the public budget system in Algeria. The study included five main parts, We discussed through the conceptual framework for public sector governance and the place Algeria ranks in various indicators prepared by the World Bank, during the period that preceded the begining of modernization project of the budget system in Algeria from 1995 till 2003, has also been evaluating the performance of the public budget in Algeria. Improving the image of the public sector in various international organizations (IMF, World Bank, Transparency International ...), in addition to the lack of efficient and effective use of public resources, is the most important of the main reasons for the modernization of the budget system in algeria.
