نموذج مقترح للأمن الصحي في مواجهة الأزمات غير المخطط لها A Proposal Model For Health Security In The Face Of Unplanned Crises

الملخص

ملخص: تهدف هذه الدراسة الى معرفة الصعوبات التي يواجهها قطاع الصحة في الجزائر من الناحية الاجرائية البحثية ، في ظل نظام ادارة المخاطر وتماشيا مع الازمات الصحية غير المخطط لها ؛حيث تناولت مقاربة الامن الصحي ضمن بوتقة التنمية المستديمة ثم عرجت الى صناعة الامن الصحي ثم ختمت بنموذج مقترح للامن الصحي ؛ وتوصل البحث الى ان الجزائر لازالت ضمن مراتب متأخرة في المجال الصحي بالرغم من سهولة الوصول الى الرعاية الصحية ومجانية العلاج ، في حين احتلت مراتب متقدمة من حيث الاستجابة السريعة في بندها الخاص بقيود الإغلاق .كما توجت الدراسة باقتراح نموذج للدراسة بناء على مؤشرات تم ذكرها .و أوصت بضرورة بناء نموذج صحي يعتمد على الاكتفاء الذاتي ،وبناء مكانة جيدة في سلاسل التوريد العالمية قوامها العلاقات القوية والتنويع في الموارد والموردين. Abstract: A Proposal Model for health Security in The Face of Unplanned Crises The purpose of this study is to understand the difficulties encountered by Algeria’s health sector in relation to procedural research, as well as the status of relevant human resources under the risk management system and in response to unplanned health crises. The findings indicate that, despite the accessibility and free treatment of health care, the Algerian health sector remains among the laggards in the supply chains index. While the Algerian health sector ranks better in the rapid response to closure restrictions, it has a medium level in terms of health system accessibility. The study also resulted in a proposal for a study model based on the mentioned indicators. The study also advocated developing a healthy model based on self-sufficiency, establishing a strong position in global supply chains through solid relationships and resource diversification.
