السياسة اللّغويّة العادلة وإدارة التعدد اللغوي. _تأكيد وتهذيب وتوجيه_

الملخص
نظرا لحساسيّة العلاقة بين اللغات في المجتمع، والضرورة القصوى لتخفيف هذه الحساسيّة من أن تتطور إلى صراع أو نزاع بين المجتمعات اللغويّة المتعايشة في بلد واحد _الجزائر رسميا بلد متعددة اللغات_ وجب الالتفات إلى قضيّة السياسة اللغويّة التي تَتَّبعها البلاد في توجيه التعدد اللغوي؛ بحيث يهدف هذا المقال إلى إبراز أهميّة تبني سياسة لغويّة عادلة والتي من شأنها خلق بيئة لغويّة مستقرة، على أن تراعي هذه السياسة الخصوصّية اللغويّة والثقافيّة لكل جماعة لغويّة، ويعالج هذا المقال الدور الهام الذي تؤديه مثل هذه السياسة في تأكيد وتوجيه وتهذيب التعدد اللغوي، مع إبراز أهميّة اللغة المشتركة في توحيد مختلف الجماعات اللغويّة، كما سيتطرق إلى التبعات الاقتصاديّة التي تؤدي إليها الخيارات اللغويّة_السياسّية، ثم إلى أهميّة الترجمة كونها العامل الأول لاستيراد العلوم والخيار الذي سيفصل بين قضيتي: التعليم باللغات الأجنبيّة و تعلّم اللغات الأجنبيّة. Given the sensitivity of the relation between languages in society, it is absolutely necessary to mitigate this sensitivity from developing into a conflict between the language communities that coexist in one country _Algeria is officially a multilingual country_ Attention should be paid to the issue of the country's linguistic policy in guiding multilingualism; This article aims to highlight the importance of adopting a fair language policy that will create a stable linguistic environment, taking into account the linguistic and cultural specificity of each linguistic group. This article addresses the important role of such a policy in affirming, guiding and refining multilingualism, highlighting the importance of common language in the unification of different linguistic communities, the economic implications of political language choices, and the importance of translation as the primary factor for the import of science and the choice that separates my case: Education in foreign languages and learning foreign languages.
