رصد تراجع وضعف دور مجلس الأمن الدولي في التعامل مع مختلف القضايا الدولية.

الملخص
لقد أثبتت مختلف الأحداث الدولية المتلاحقة تدهور وتراجع دور مجلس الأمن الدولي، وعدم فاعليته في حفظ السلم والأمن الدوليين، الأمر الذي جعل العديد من الدول تطالب بتطوير منظمة الأمم المتحدة بصفة عامة وخاصة مجلس الأمن الدولي سواء من حيث التشكيل أو الاختصاص، وبهذا نجد أن هذه الدراسة البحثية حتمت علينا تبيان أسباب الضعف والتراجع، وهذا من خلال النظر إلى تطور دور كل من الجمعية العامة للأمم المتحدة ممثلة في الأمين العام، ومحكمة العدل الدولية باعتبارها الجهاز القضائي الرئيسي للأمم المتحدة. هذا، ونجد أن قضية إصلاح مجلس الأمن الدولي في الوقت الحالي بالتحديد ستكون من أكثر القضايا صعوبة خصوصا عند التعامل معها من الناحية العملية، وهذا لأن مبدأ توسيع مجلس الأمن الدولي إذا كان مقبولاً في الوقت الحالي فهو لا محال سيطرح العديد من التساؤلات التي يجب الوقوف عندها وتحليلها كعوائق لهذا التوسيع. Abstract: Various successive international events have proven the deterioration and decline of the role of the UN Security Council, and its ineffectiveness in maintaining international peace and security, which made many countries demand the development of the United Nations in general, especially the UN Security Council, whether in terms of composition or competence, and thus we find that this study The research made it necessary for us to clarify the reasons for weakness and regression, by looking at the evolution of the role of the United Nations General Assembly, represented by the Secretary-General, and the International Court of Justice as the main judicial organ of the United Nations. This, and we find that the issue of reforming the UN Security Council at the present time will be one of the most difficult issues, especially when dealing with it from a practical point of view, and this is because the principle of expanding the UN Security Council, if it is acceptable at the present time, will inevitably raise many questions that must be addressed. and analyze them as obstacles to this expansion.
