Le Système De Sécurité Sociale En Algérie: Un Système Rentier?

Résumé
Cet article concerne l’impact de la nature rentière de l’Etat sur le systéme de sécurité sociale algérien. Il sera question de présenter le système actuel issu de la réforme de 1983, et son évolution durant la crise de l’Etat rentier des années 90, et suite à l’augmentation des ressources pétrolières à partir de l’an 2000, la sécurité sociale s’est transformée en un système rentier, de par ses bénéficiaires, avec un nombre d’inactifs supérieurs au nombre d’actifs, et de son financement, avec l’accroissement de l’intervention du trésors public dans la couverture des dépenses et du déficit des caisses sociales. Le système de sécurité sociale passe d’un système bismarckien au profit des salariés et financé par les cotisations, à un système populiste bénéficiant à la quasi-totalité de la population et financé par la rente. The subject of this article concerns the social security system, and to what extent it is affected by the rentier nature of the state. The current social security system resulting from the 1983 law on the reform of social security, then its development in the light of the rentier crisis of the State during the 90s, to arrive, from the 2000s, to its transformation into a relatively rentier system, both for the beneficiaries, where the number of inactive insured exceeded the number of active insured, than in terms of financial regulation and increase in Treasury funding to limit the increase in the budget deficit. As a result, it becomes obvious that the Algerian social security system is gradually transforming from a Bismarckian system based on the protection of workers and financed by their contributions to a populist system targeting the most of population and financed by rentier taxes
