توجهات دول الخليج نحو الاقتصاد الرقمي -دراسة حالة تجارب بعض دول المنطقة

الملخص
تشهد بلدان الخليج العربي التوجه نحو العصر الرقمي، الذي يتيح لشبابها اغتنام الفرص المتاحة في الاقتصاد الجديد من اجل تحقيق انطلاقة كبرى في المنطقة ويوحد جهود السلطات والشباب خلف هدف مشترك، حيث جاءت هذه الورقة البحثية لتقييم مكانة دول المنطقة من الاقتصاد الرقمي من خلال التعريف بالاقتصاد الرقمي ومعرفة أهم الوسائل والآليات التي يجب أن تتوفر في الدول من اجل التوجه إليه واستعراض بعض التجارب الرائدة لدول المنطقة والوصول في الأخير إلى عدة استنتاجات من أبرزها أن دول الخليج نموذجاً يحتذى به في التحول من اقتصاد ريعي إلى اقتصاد المعرفة، عبر احتضان الابتكار وتطوير بنيتها التحتية الرقمية فنجد تصدّر الإمارات للدول العربية في توجهها نحو الاقتصاد الرقمي، كما يتضح أن باقي دول الخليج هي أيضا قطعت أشواطا هامة في تبنيها للاقتصاد الرقمي، وهو ما يعد انعكاساً لعدد من العوامل، لعل من أهمها استراتيجيات التحول الرقمي المطبقة والمتبناة في العديد من هذه الدول، إضافة إلى ارتفاع مستويات الدخل في هذه البلدان بما يساعدها على المواكبة السريعة للتطورات التقنية في عدد من المجالات كما يتميز المجتمع الخليجي بطاقات بشرية شابة هذه الفئة مولعة بالابتكار وبارعة في استخدام وسائل التكنولوجيا الحديثة. The Arab Gulf states are witnessing a trend towards the digital age, allowing their youth to seize the opportunities available in the new economy in order to achieve a major breakthrough in the region and unite the efforts of the authorities and the youth behind a common one. Goal. About the digital economy and knowing the most important means and mechanisms that must be available in countries to go to it and reviewing some of the pioneering experiences of the countries of the region and finally reaching several conclusions, most notably that the Gulf countries are a model to be followed in the transformation from a rentier economy to a knowledge economy, by embracing innovation and developing its digital infrastructure. The UAE is leading the Arab countries in its orientation towards the digital economy, as it is clear that the rest of the Gulf countries have made important strides in adopting the digital economy, which is a reflection of a number of factors, perhaps the most important of which are the digital transformation strategies applied and adopted in many of these countries. To the high levels of income in these countries, which helps them keep pace with technical developments in a number of fields. The Gulf society is also characterized by young human energies, this category is fond of innovation and ingenuity in the use of modern technology.
