الملخص
ملخص: تهدف هذه الدراسة إلى تحليل إشكالية التداول على السلطة داخل الأحزاب السياسية الجزائرية في فترتي الأحادية و التعددية الحزبية الممتدة من استقلال الجزائر عام 1962 إلى غاية بداية ما سمي بالحراك الشعبي سنة 2019، من خلال عينة من الأحزاب الجزائرية، بالارتكاز على آليات التحليل النظري ل"روبرت ميشلز" و "موريس دوفرجيه". تكمن أهمية هذه الدراسة في إبراز مظاهر هذه الممارسات التي تتنافى مع مبادئ الديمقراطية و ما يترتب عنها من تناقض بين نصوص و قوانين الأحزاب وممارسات قادتها، و بين نضالها و مطالبتها بديمقراطية النظام السياسي وغيابها داخل تنظيماتها، مما خلق حالة من عدم الثقة بين الحاكم و المحكوم على مستويات الدولة و الأحزاب و الشعب. Abstract : The present study aims at analyzing the problem ofthe devolution of power inside the Algerian political parties during the periods of single-party system and the multi-party system, extending from the Independence of Algeria in 1962 to the beginning of what is called the Popular Uprising (Hirak) in 2019 throughout a sample of parties. This study makes use of the techniques of the theoretical analysis set by Robert Michels and Maurice Duverger. The importance of the study lies in the fact that it highlights the manifestations of the above-mentioned practice which are inconsistent with the principles of democracy and its repercussions; these are clearly noticed in the contradiction between the texts and laws ruling over the parties and the leaders actions. It is to say that the Algerian political parties struggle and plead for democratizing the political system of the State while they flout the democratic principles inside their organizations. In fact, this practice has created a situation of mistrust between the governor and the governed at the levels of State, parties and people.
