المخطط الوطني لتهيئة الإقليم كأداة لتنفيذ سياسة المدينة

الملخص
يشكل القانون التوجيهي للمدينة رقم 06-06 المؤرخ في 20فبرير 2006 ، ثورة في مجال تنظيم وتسيير المدن الجزائرية ، فهو يرمي إلى ترسيخ سياسة توفر الشروط المناسبة لتحقيق التنمية المستدامة في المدن الجزائرية ، و تخفف من الاختلالات العمرانية ، كما يسعى إلى إقامة أطر مناسبة ،التي تسمح للمواطن بالمشارك في تنمية مدينته من خلال ترسيخ مفهوم المواطنة الحضرية. غير أن نجاعة هذه السياسة مرتبطة بأهم أداة ألا وهي التخطيط الذي يشكل المخطط الوطني لتهيئة الإقليم أهم أنماطه، حيث يترجم التوجيهات الكبرى و الاستراتيجية المرتبطة بالسياسة الوطنية لتهيئة الإقليم وتنميته المستدامة . Abstract: The law n°06 - 06 of 20 February 2006 on the orientation of the city constitutes a revolution in the organization and management of Algerian cities, which aims to put in place a policy that offers the appropriate conditions for achieving sustainable development in Algerian cities, and to mitigate urban imbalances, as well as to establish appropriate frameworks that allow citizens to participate in the development and functioning of their city by establishing the concept of urban citizenship. However, the effectiveness of this policy is linked to the most important tool, namely planning, which constitutes the national territorial development plan, the most important of which is, when it is translated the set of major directives and strategic provisions associated with the national policy for the development and sustainable development of the territory.
