-مرفق العدالة الإلكترونية في الجزائر – بين ضرورة العصر وجائحة كورونا

الملخص
قطعت الجزائر شوطا مُعتبرا في التسيير الإلكتروني للمرافق العامة، وبالأخصّ مرفق القضاء وتسييره، في إطار عصرنة العدالة بموجب قانون رقم 15-03، بفضل تنفيذ إدارة إلكترونية تعتمد على تكنولوجيات الإعلام والاتّصال، وإرساء منظومة معلوماتية مركزية للمعالجة الآلية للمعطيات المتعلقة بنشاط وزارة العدل والمؤسسات التابعة لها، الأمر الذي مكّن من تقديم خدمات إلكترونية مريحة وسريعة، نتيجة استعمال وسائط إلكترونية بدلا عن دعائم ورقية، واعتماد أسلوب الإدارة الإلكترونية لملفات القطاع، واعتماد تقنية التوقيع والتصديق الإلكترونيين في المجال القضائي، والمحادثة المرئية .عن بعد في سير الإجراءات القضائية، واستحداث نظام المراقبة الإلكترونية للمحبوسين لمدّة قصيرة، بهدف الوصول إلى عدالة عصرية بمعايير دولية Algeria has made significant progress in the electronic management of public utilities, especially the judiciary facility and its functioning, within the framework of modernizing justice according to Law No. 03-15, thanks to the implementation of an electronic administration based on information and communication technologies, and the establishment of a central information system for automatic processing of data related to the activities of the Ministry of Justice and its institutions This made it possible to provide convenient and fast electronic services as a result of using electronic media instead of paper supports, adopting the electronic management method for sector files, adopting electronic signature and authentication technology in the judicial field, video chatting remotely in the course of judicial procedures, and the introduction of an electronic monitoring system for detainees. For a short period, with the aim of achieving modern justice with international standards.
