الملخص
هدفت هذه الدراسة إلى بحث السبل والوسائل المناسبة لتفعيل دور الجامعات ومراكز البحوث في تنمية الاستثمار المعرفي، ومن ثم تناول الباحث واقع الجامعات السعودية ومراكز البحوث في الاستثمار المعرفي، دراسة أبرز التحديات والمعوقات التي تعوق تنمية الاستثمار المعرفي في الجامعات السعودية ومراكز البحوث، دراسة واقع تمويل البحث العلمي في الدول الأجنبية والعربية وأثره على الاستثمار المعرفي، اقترح الباحث إطار لتفعيل دور الجامعات والمراكز البحثية في الاستثمار المعرفي وفق رؤية 2030، وحاول البحث الإجابة على التساؤلات الآتية: ما مدى إستعياب الجامعات السعودية ومراكز البحوث لمفاهيم الاقتصاد المعرفي؟ ماهى المعوقات الفنية والإدارية والبشريه للاستثمار المعرفي في الجامعات السعودية ومراكز البحوث؟ كيف نفعل دور الجامعات السعودية ومراكز البحوث في الاستثمار المعرفي؟ توصل الباحث إلى أن الاستثمار المعرفي لا يكتمل إلا مع تحول مخرجات البحث العلمي إلى منتجات معرفية وانتقالها إلى صناعات قائمة، هناك حاجة لإعادة تنظيم الجامعات بإنشاء أقسام جديدة ودمج أخرى وإختفاء أخرى لمواكبة اقتصاد المعرفة، للجامعات دوراً هاماً في تنمية اقتصاد المعرفة ودعم عملية التحول الرقمى. The objective of this study is to explore the appropriate ways and means to activate the role of universities and research centers in the development of knowledge investment. The researcher then tackled the reality of Saudi universities and research centers in the field of knowledge investment. The study highlighted the challenges and obstacles that hinder the development of knowledge investment in Saudi universities and research centers,Studying the reality of financing scientific research in foreign and Arab countries and its impact on knowledge investment, the researcher proposed a framework for activating the role of universities and research centers in knowledge investment in accordance with Vision 2030, The research sought to answer the following questions: What is the extent to which the Saudi universities and research centers of the concepts of knowledge economy? What are the technical, administrative and human obstacles to knowledge investment in Saudi universities and research centers? How do we do the role of Saudi universities and research centers in knowledge investment? The researcher concluded that knowledge investment is not complete unless the output of scientific research into knowledge products and their transfer to existing industries, There is a need to reorganize universities by creating new departments, integrating others and other disappearances to keep up with the knowledge economy. Universities have an important role to play in developing the knowledge economy and supporting digital transformation.
