الملخص

مستخلص: تهدف هذه الدراسة إلى إبراز دور السياسات العمومية في تخفيض الأعباء الإدارية الملقاة على عاتق الشركات (تكاليف المعلومات والبيروقراطية) ونجاح مساعي الدولة في تطوير الإستثمار ورفع قدرة الإقتصاد الوطني، فكانت البداية مع التساؤل الرئيسي التالي: هل عملت السياسات العمومية التنظيمية على خلق مناخ ملائم للاستثمار وممارسة الأعمال بالجزائر؟ وللإجابة على هذه الإشكالية، قمنا بالإعتماد على الأسلوب الوصفي التحليلي لما ورد في الدراسات الإقتصادية، إضافة إلى التقارير الدولية ذات الصلة، وبعد الدراسة والتحليل تم الخروج بنتائج أهمها ضعف فعالية الحكومة في وضع السياسات العمومية وآليات التنفيذ بالنسبة للسياسة التنظيمية المرتبطة بتحرير السوق وتحسين مناخ الإستثمار، بسبب تدني مؤشرات جودة الحوكمة الجيدة في الجزائر. Abstract: The present study aims to highlight the role of public policies to reduce the administrative burdens (information and bureaucratic costs) on business, and the success of the state's efforts in developing investment and the national economy, This topic was examined by asking the following main question: have the public regulatory policies created a favorable climate for investment and doing business in Algeria? To answer this question, the author followed the descriptive analysis method to review the literature review and the newly published studies, beside the relevant international reports, After an analysis of these data, The author concluded that a lack of government efficiency in the definition of public policies and the mechanisms for implementing regulatory policy related to market liberalization and the improvement of the investment climate, This is illustrated by weaker results to the indicators of good governance in Algeria.
