دور المجتمع المدني في مكافحة الفساد بالجزائر

الملخص
تشهد ظاهرة الفساد اليوم في كل المجالات وبكل الأنواع تفشيا مسبوقاَ ، حيث أصبحت ظاهرة الفساد الهاجس الذي يؤرق الكثير من المجتمعات والأنظمة السياسية ، إذ تشهد بعض الأنظمة السياسية توليفة متكاملة من الفساد مثل ما تشهده الجزائر (فساد مالي ، إداري ، سياسيي ...) ، ويرجع هذا غالباَ إلى ضعف القيم وهو عامل متعلق بالأفراد في حد ذاتهم والرقابة المؤسساتية من جهة أخرى. ولمواجهة هذه الظاهرة والتصدي لها لابد من تضافر جهود العديد من المؤسسات والفواعل لمحاصرة هذه الظاهرة واقتلاعها ، وتلعب مؤسسات المجتمع المدني دورا محورياَ ، في هذا الصدد ، وذلك من خلال مشاركتها في صنع القرار والرقابة على تنفيذه ، ومن خلال مرافقتها للأجهزة المحلية وكذا محاسبتها. The phenomenon of corruption today, in all fields and of all types is witnessing an unprecedented spread, as the phenomenon of corruption has become a concern that haunts many societies and political systems, as some political systems witness an integrated combination of corruption, as Algeria is witnessing (financial, administrative, political corruption ...) This is often due to weak values and is a factor related to individuals themselves and institutional oversight on the other hand. In order to confront this phenomenon and address it, the efforts of many institutions and actors must be combined to besiege and uproot this phenomenon, and civil society institutions play a pivotal role in this regard, through their participation in decision-making and oversight of its implementation, and through their accompaniment to the local authorities as well as their accountability.
