دور مراكز الفكر والأبحاث في ترشيد السياسات العامة في دول المغرب العربي

الملخص
تعتبر مراكز الفكر و الابحاث فاعلا مهما في صنع السياسة العامة للدول سيما المتطورة منها، نظرا لأهمية البحث العلمي في تقدم الامم ونهضتها الحضارية، ولا يختلف الوضع في دول المغرب العربي من ناحية الدور الذي يمكن ان تؤديه تلك المراكز في صنع السياسات العامة و ترشيد القرار السياسي. تسعى هذه الدراسة الى بحث واقع مراكز الفكر و الابحاث think thanks من الناحية النظرية كإطار عام، مع التركيز على حالة دول المغرب العربي ومدى تأثيرها في السياسات العامة لهاته الدول، من خلال بحث علاقتها بصانع القرار و البيئة المحيطة بها. وخلصت الدراسة الى حصر مجموعة من المشاكل و التحديات التي تعيق دور مراكز الفكر و الابحاث في السياسات العامة لدول المغرب العربي، سواء تلك التي تتعلق بالمراكز نفسها أو بعلاقتها ببيئتها و صانع القرار في المنطقة، ومجموعة من التوصيات لمعالجة تلك العراقيل و التحديات. Think tanks and research centers are considered an important actor in the policy-making of countries, especially developed ones, due to the importance of scientific research in the progress of nations and their civilized renaissance, and the situation in the Maghreb countries is no different in terms of the role that these centers can play in policy-making and rationalization of political decision-making. This study seeks to examine the reality of think thanks think thanks in theory as a general framework, focusing on the state of the Maghreb countries and their impact on the policies of these countries, by discussing their relationship with the decision maker and the surrounding environment. The study concluded by identifying a range of problems and challenges that hinder the role of think tanks and research in the policies of the Maghreb countries, whether those related to the centers themselves or their relationship with their environment and decision-maker in the region, and a set of recommendations to address these obstacles and challenges
