ملخص: تتناول هذه الدراسة اتفاقية القاهرة عام 1969 وأثرها على اللاجئين الفلسطينيين في لبنان؛ إذ استهدفت الإحاطة بالظروف المواكبة لتوقيعها، بداية بالإشارة إلى اللجوء الفلسطيني إلى لبنان عام 1948، مرورا بتوضيح علاقة اللاجئين الفلسطينيين بالسلطات اللبنانية والشعب اللبناني آنذاك، وصولا إلى الكشف عن بوادر الارتياب العلنية للوجود الفلسطيني في لبنان عام 1967، خاصة بعد صعود حركة المقاومة الفلسطينية وإنشاء الفدائيين الفلسطينيين للقواعد العسكرية في جنوبه، الأمر الذي أدى إلى حدوث انقسام في الوسط اللبناني بين مؤيد ومعارض للنشاط الفدائي الفلسطيني عبر الأراضي اللبنانية، ولم يلبث الوضع أن تدهور أكثر، حيث حدثت اشتباكات بين الفدائيين الفلسطينيين والجيش اللبناني، والتي بلغت ذروتها في أكتوبر 1969. كما ركزت الدراسة كذلك على دور الوساطة المصرية بين الطرفين المتنازعين، والتي كللت بعقد اتفاقية القاهرة، وفي هذا السياق تم الكشف عن محتوى بنودها، بالإضافة إلى ردود الفعل المترتبة عنها، وانعكاساتها المختلفة على اللاجئين الفلسطينيين في لبنان، وبالتالي إبراز التغيرات التي طرأت على وجودهم به بعد عام 1969. ولتقصي حقيقة تلك الأحداث اقتضت طبيعة الدراسة الاعتماد على المنهج التاريخي التحليلي. Abstract This study tackles the Cairo agreement of 1969 and its impact on Palestinian refugees in Lebanon. The objective was to identify the circumstances accompanied its signing, beginning with reference to Palestinian asylum in Lebanon in 1948, through clarifying the relationship of Palestinian refugees with the Lebanese authorities and the Lebanese people at the time, to revealing the signs of public suspicion of the Palestinian presence in Lebanon in 1967, especially after the rise of the Palestinian resistance movement and the establishment of Palestinian guerrillas (Fedayeen)for military bases in the south. This led to a split in the Lebanese community between supporters and opponents of Palestinian guerrilla activity across Lebanese territory. The situation soon deteriorated further when clashes between Palestinian guerrillas and the Lebanese army occurred, which culminated in October 1969.The study also focused on the role of Egyptian mediation between the two conflicting parties, which was entrusted with the Cairo Agreement. In this context, we have tried to reveal the content of the agreement, as well as its reactions it entails and its various implications for Palestinian refugees in Lebanon, thereby highlighting the changes in their presence after 1969. In order to investigate those events, the nature of the study required an analytical historical approach.
