الملخص
تحتل الموارد المالية للجماعات المحلية أهمية بالغة كونها تشكل العنصر الأساسي لتسيير شؤونها، فحجم الموارد المالية ومدى تنوعها تعد ترجمة دقيقة لقدرتها على تحقيق أهدافها من جهة، وإستقلاليتها من جهة أخرى، إلا أن المالية المحلية تعرف عدة إشكاليات منها، إشكالية محدودية الميزانية التي يتم التعبير عنها بمصطلح العجز المالي والذي تتعدد أسبابه، وكل هذه المشاكل التي تتعرض لها ميزانية الجماعات لابد من وجود حلول لها تتمثل في طرق يتم الاعتماد عليها لتجاوز هذه المحدودية و المشاكل. The financial resources of local groups are extremely important, as they constitute the basic element in running their affairs. The size and extent of financial resources are an accurate translation of their ability to achieve their goals on the one hand, And its independence on the other hand, but the local finance knows several problems, including the problem of limited budget, which is expressed in the term financial deficit and whose causes are many, and all these problems that the groups ’budget is exposed to must be found with solutions represented in ways to be relied upon to overcome this limitation and the problems
