الملخص
وفقا للاقتصادي ديبك لآل "فان هناك طريقتين يمكن من خلالهما اكتساب الدخل: اما عن طريق "احداثه" او عن طريق "اخذه". الطريقة الاولى تشير الى الوسيلة الاقتصادية في كسب الدخل في سوق تنافسي، أْيْ من خلال ممارسة الانتاج الحقيقي، وهذه هي العملية الحميدة. اما الطريقة الثانية فهي تمثل ميزة كبرى من ميزات السياسة". و تعبر الاخيرة عن نشاطات البحث عن الريع، والتي تنتشر في الاقتصاد العراقي في ظل بيئة مشجعة لهذه الممارسات من حيث وجود عوائد النفط، والضعف في المؤسسات، الامر الذي جعل الاشخاص يختارون الاخذ بدلا عن الانتاج بناء على مبدأ الرشادة الاقتصادية القائل بتحقيق اقصى منفعة باقل جهد ممكن، وتوصل البحث الى ان نشاط البحث عن الريع له اثر سالب في النمو الاقتصادي، ولكي يخرج الاقتصاد والمجتمع عموما من هذه الحلقة فان السبيل الحتمي هو عبر تقوية المؤسسات العامة وادارة الحكم الرشيد واعتبارها مسالة ذات اهمية قصوى للبلاد. The latter reflects the activities of the rent-seeking, which are spread in the Iraqi economy in an environment conducive to these practices, in terms of oil revenues, and the weak in the institutions Which made people choose to take instead of production, Based on the principle of economic rationalism by Achieving maximum benefit With minimal effort. The Research finds that the rent-seeking activity has a negative impact on economic growth, and in order to get out the economy and society in general from this circle, The inevitable way is through the strengthening the public institutions and good governance and considered it as a matter of utmost importance to the country.
