الملخص

تعد التنمية المحلية من المسائل الهامة التي أخدت الحيز الأكبر من الإهتمام في أجندة الدولة الجزائرية خاصة ومطلع الألفية الجديدة، نظرا لصلتها المباشرة بتطوير المجتمعات المحلية وفلسفة تقريب الإدارة من المواطن، زيادة على أنها تساهم بصفة مباشرة في التنمية الوطنية الشاملة والمستدامة. لذلك تهدف هذه الورقة البحثية إلى تسليط الضوء على رهان التنمية المحلية في الجزائر من خلال التطرق إلى خصوصيات الجماعات المحلية في الجزائر، النقائص، الواقع المعاش والتحديات التي وجب الإضطلاع بها من خلال تبني عديد الإصلاحات الحقيقية والتوجهات الجديدة بهدف النهوض بالفعل التنموي المحلي الخلاق. The local development is seen as one of the important issues that attracted much attention of the Algerian state, particularly at the turn of the new millineum, owing to its relevance to the development of the local communities and the philosophy of bringing the administration closer to citizens, in addition to the fact that it contributes in global and sustainable national development directly, that is why this research paper aims to shed light on the local development challenge in Algeria, through broaching the peculiarities of the local communities in Algeria, their shortcomings,their reality on the ground and the challenges that should be dealt with by adopting several genuine reforms and new perspectives for enhancing a creative development action.
