الملخص

الملخص : إن مسألة تحقيق التنمية صارت من أكبر الرهانات التي تواجه غالبية الدول، وذلك بغية إحداث التوازن على المستوى الدولي والمحلي، والجزائر على غرار بقية الدول من أجل بلوغ تلك الغاية سطرت سياسات طموحة في العديد من المجالات. إذ من دون شك نجد لقطاع النقل في الجزائر علاقة وطيدة بالتنمية، حيث يعد هذا الأخير بصفة عامة و النقل البري بصفة خاصة همزة وصل لها الدور البالغ في ربط المناطق الصناعية بالسوق، ناهيك عن الدور الاجتماعي الذي يلعبه هذا الأخير. يتمحور الدور الأساسي لهذه الدراسة حول تشخيص واقع سياسة النقل البري( طرقي، سككي) لمعرفة درجة و مدى مساهمته في التنمية الوطنية من جهة، و إبراز مشاكل هذا القطاع و نقائصه من جهة أخرى، ليس هذا فحسب بل نبتغي من وراء هذه الدراسة الوقوف على الحلول المقدمة من طرف السلطات الوصية من أجل الرقي بقطاع النقل لتحقيق غايات التنمية المستدامة. Abstract: The question of development has become one of the greatest challenges facing the majority of the States, and in order to strike a balance in the international and domestic levels, and Algeria, like other countries, has adopted ambitious policies in many areas. Without a doubt we find that the transport sector in Algeria has a strong relationship with development, with the latter in general and road transport in particular playing a crucial role in linking industrial areas of the market, not to mention the social role played by the latter. The main role of this study is to diagnose the reality of road transport policy (road, rail) to see the degree and extent of its contribution to national development on the one hand, and It is not only to highlight the problems and shortcomings of this sector on the other hand, but also to identify the solutions offered by the authorities to promote the transport sector to achieve the goals of sustainable development.
