الملخص
تهدف هذه الورقة البحثية الى تحليل واقع عصرنة الادارة الاقليمية ودورها في تحقيق التنمية المستدامة في الجزائر بدراسة حالة حول تنمية مناطق الظل بولاية تلمسان، باستخدام المنهج الوصفي التحليلي وذلك بالتطرق الى تحديد الآليات المستحدثة لتعزيز استقلالية البلدية والتحديات التي تواجهها لتنمية مناطق الظل التي اصبحت من اوليات برنامج الحكومة، لخلق توازن تنموي بين مختلف المناطق تستجيب لمتطلبات الضرورية للمواطنين، مما استوجب التعريف الاكاديمي بتلك المناطق وعرض طبيعة المشاريع التنموية ومصادر تمويلها. حيث توصلت الدراسة ان ظهور تلك المناطق ارتبط بعجز المالي للبلديات لضعف مواردها الذاتية والاعتماد على اعانات الدولة، ومن جهة اخرى عدم خضوع التقسيم الاقليمي الى المعايير العلمية وتحديد الاهداف الاستراتيجية المرتبطة بأبعاد التنمية المستدامة. وفي الاخير تم تقديم بعض التوصيات. This research paper aims to analyze the reality of the modernization of regional administration and its role in achieving sustainable development in Algeria by studying a case study on developing shadow areas in the state of Tlemcen , using the descriptive and analytical approach by addressing the identification of mechanisms developed to enhance the independence of the municipality and the challenges it faces to develop shadow areas, which have become one of the priorities of the program The government, in order to create a developmental balance between the various regions, responds to the necessary requirements of the citizens, which necessitated the academic definition of those regions and to display the nature of development projects and their sources of financing. Where the stad found that the emergence of these areas was linked to the financial deficit of the municipalities due to the weakness of their own resources and dependence on state subsidies, and on the other hand the regional division was not subject to scientific standards and the identification of strategic goals related to the dimensions of sustainable development.Finally, some recommendations were made
