الحِصَارُ المَرِينِيُّ لِتِلِمْسَانَ نَمُوذَجٌ لِأَزْمَةٍ إقتِصَادِيَةٍ فِي العَصْرِ الوَسِيطِ.

الملخص
ملخص تهدف هذه الدّراسة إلى ملامسة أزمةٍ اقتصادية ارتبطت بالحصار العسكري (698-706هـ/1298-1306م) الذي فرض على تلمسان، وتبيان درجة فاعلية السّياسة الزّيانية في حلّ المشاكل الاقتصادية. ولبلوغ هذا الهدف فقد تتبّعت هذه الورقة مجموعة من النّقاط أهمها توضيح الدّلالات التّاريخية لهذه الظاهرة، ومعرفة أسبابها، وآثارها، وأبرز الخِطط المتّبعة من طرف السلطة للخروج منها. وفي الأخير يمكننا القول أنّ هذه الأزمة قد عرفت تدرجًا واضحًا في مسلكها من مرحلة الإنذار والتوسع والانفجار إلى مرحلة الاندثار. لذا كانت هذه المحنة جامعةً لعديد الأزمات المالية والنّقدية والزّراعية والصّناعية والتّجارية وحتى النّفسية، امتحن فيها سكان بني زيان إمتحانًا شديدًا، كما أنّ صبر السلطة والرعية وقدرة سلاطينها على إدارة هذه الأزمة يدل على السّياسة الاقتصادية الحكيمة والتخطيط الجيّد للخروج منها، وهو ما يوحي بنجاعة الفكر الاقتصادي للسلطة وقدرتها على العطاء في أحلك الظروف. Abstract This study aims to touch on an economic crisis related to the military siege (698-706 AH / 1298-1306 AD) which was imposed on Tlemcen, and to show the degree of effectiveness of the Zayan policy in solving economic problems. To achieve this goal, this paper has followed a set of points, the most important of which is clarifying the historical significance of this phenomenon, knowing its causes and effects, and the most prominent plans followed by the authority to get out of it. Finally, we can say that this crisis has witnessed a clear gradation in its behavior from the stage of warning, expansion and explosion to the stage of extinction. Therefore, this ordeal was a combination of many financial, monetary, agricultural, industrial, commercial and even psychological crises, in which the residents of Bani Zayan were severely tested, and the patience of the authority and the parish and the ability of its sultans to manage this crisis indicates wise economic policy and good planning to get out of it, which suggests the effectiveness of economic thinking. Power and its ability to give in the darkest circumstances.
