الملخص

ملخص: للمساحات الخضراء دور بارز من الناحية العمرانية، فهي فراغات تمنع التصاق تجزئات الأبنية في المناطق ذات الكثافة المرتفعة، كما تحدث تقاطعات جمالية داخل النسيج العمراني للأحياء وتزين المحيط الحضري من خلال مناظرها الخلابة، وهي بمثابة الرئة للمدينة والمتنفس لسكانها حيث تعمل على التقليل من تلوث الجو من خلال امتصاص الغازات السامة وطرح غاز الأوكسجين، وكذلك تحسين نوعية الحياة الصحية والاجتماعية. وعلى الرغم من الأهمية البالغة للمساحات الخضراء إلا أنها لم تنجُ من عملية التعمير والبناء العشوائي، نتيجة التمركز السكاني في المدن والبحث عن مساحات شاغرة للاستحواذ عليها والبناء فوقها، نظرا لندرة العقار وارتفاع أسعاره في المناطق المعمَرة، وهذا ما جعل المشرع الجزائري يتدخل لحمايتها حيث اصدر النص القانوني رقم07-06 المتعلق بتسيير المساحات الخضراء وحمايتها وتنميتها. Abstract: Green spaces have a prominent urban role, they are spaces that prevent the adhesion of building fragments in high-density areas, as well as aesthetic intersections within the urban fabric of neighbourhoods.They also decorate the urban environment through their picturesque views. Besides, they are considered as the lung of the city and the breathing space for its residents as they contribute to reduce air pollution through the absorption of toxic gases and the elimination of oxygen gas, as well as improving the quality of health and social life. Despite the great importance of green spaces, they did not escape the reconstruction and random construction process, as a result of population concentration in cities and the search for vacant spaces to use them for building, due to the scarcity of real estate and its high prices in inhabited areas, and this is what made the Algerian legislator intervenes to protect them by issuing the legal text N° 07-06 related to green space management, protection and development.
