الصراع الدولي على النفط والغاز بمنطقة شرق المتوسط بين الهندسة الامنية والدبلوماسية الوقائية

الملخص
تم تسليط الضوء في هذه الدراسة على تحليل تداعيات الصراع الدولي بمنطقة شرق المتوسط، فهذه المنطقة بموقعها المميز، استراتيجيا واقتصاديا وحتى امنيا، تُشكل اهمية قصوى في اجندة القوى الكبرى، وكذا حساباتها السياسية ومصالحها الاستراتيجية، وقد شكل النفط والغاز اهمية كبيرة زادت من حدة التنافس والصراع خاصة بعد نهاية الحرب الباردة. ولعل اهم تداعيات هذا الصراع هو ظهور مجموعة من التهديدات ومن ابرزها قضايا الإرهاب الدولي، انتشار أسلحة الدمار الشامل، التدهور البيئي، الهجرة السرية، وبالتالي زاد الاهتمام الدولي بضرورة اتخاذ ترتيبات امنية من اجل بناء الثقة، وكذا الدعوة إلى مناطق خالية من أسلحة الدمار الشامل، ونزع السلاح ؛ وكذا تفعيل وسائل الدبلوماسية الوقائية وإجراءات إدارة الأزمات، بهدف تكريس الاستقرار السياسي و الأمني بالمنطقة. The focus of this study is to analyse the repercussions of the international conflict in the eastern Mediterranean region. This region, with its distinctive location, strategically, economically and even on the security front, is of utmost importance in the agenda of the major powers, as well as its political calculations and strategic interests. Oil and gas have been of great importance that has increased the intensity of competition and conflict. Especially after the end of the Cold War. Perhaps the most important repercussions of this conflict is the emergence of a group of threats, the most prominent of which are issues of international terrorism, the proliferation of weapons of mass destruction, environmental degradation, and clandestine immigration, and thus the international interest in the necessity of taking security arrangements in order to build confidence, as well as calling for areas free of weapons of mass destruction, has increased. And disarm; As well as activating the means of preventive diplomacy and crisis management procedures, with the aim of establishing political and security stability in the region.
