تطور الحماية القانونية الدولية للمجموعات المتحفية - ميثاق الإيكوم أنموذجًا- . Development Of International Legal Protection For Museum Collections- The Icom Charter As A Model-.

الملخص

تهدف الدراسة إلى توضيح أهم الجهود الدولية المكرسة لحماية الآثار وصونها، سواء أثناء النزاعات المسلحة أو في وقت السلم التي تهدد كيانها أهمها التهريب والتجارة غير المشروعة، فتم إصدار ميثاق الأيكوم للآداب والأخلاقيات المهنية بالمتاحف الذي إعتمدناه في دراستنا. تم إصداره سنة 1986 المتمخض عن إتفاقية بشأن التدابير الواجب إتخاذها بحظر ومنع إستيراد وتصدير ونقل ملكية الممتلكات بطرق غير مشروعة سنة 1970، وتوصلنا إلى أن ميثاق الأيكوم أعطى نوعًا من الشمولية في حمايته للمجموعات المتحفية من عدة جوانب. The study aims to clarify the most important international efforts devoted to the protection and preservation of antiquities, whether during armed conflicts or in peacetime, which threaten its entity, the most important of which is smuggling and illegal trade, so a system of ICOM Charter for Professional Ethics and Ethics in Museums, which we adopted in our study. It was issued in 1986 that resulted in an agreement on measures to be taken to prohibit and prevent the import, export and transfer of ownership of property illegally in 1970, and we concluded that the ethics system gave a kind of comprehensiveness in its protection of museum collections in many aspects.
