واقع الأمن الإقتصادي الجزائري من منظور النظرية الإقتصادية المؤسساتية الجديدة 2000-2020

الملخص
تستهدف هذه الدراسة، محاولة تحليل واقع الأمن الإقتصادي الجزائري خلال العقدين الأولين من القرن الواحد وعشرين، وذلك من خلال إبراز مختلف البرامج التنموية التي تم التسطير لها وتنفيذها من قبل السلطات العمومية، والتي سخرت لها مبالغ مالية معتبرة، إلاّ أنه وبالرغم من أهمية هذه البرامج القائمة بالأساس على الإنفاق العمومي، لم تتمكن الجزائر من تحقيق نمو إقتصادي حقيقي، يضمن أمنها الإقتصادي. حيث تم التركيز على النظرية الإقتصادية المؤسساتية الجديدة، لمحاولة فهم أهم المعوقات التي حالت إلى عدم إقلاع الإقتصاد الجزائري، وفي الأخير تم إقتراح، بعض الحلول التقنية بالنسبة للدور الذي يجب أن تلعبه الهيئات الرسمية سواء كانت تنفيذيه، تشريعية أو قضائية، وكذلك الأمر بالنسبة لإعادة النظر في المنظومة الإقتصادية، وهذا كله دون إهمال دور المجتمع المدني الذي له دور محوري في خلق ديناميكية حقيقية للإقتصاد الجزائري. Abstract: We aim, through this study, to analyze the reality of Algeria’s economic security during the first two decades of the twenty-first century, by highlighting the various development programmes planned and implemented by the public authorities, and for which substantial funds have been allocated. However, despite the importance of the aforementioned programmes which are based mainly on public expenditure, Algeria has not been able to achieve real economic growth that guarantees its economic security. Within this context, emphasis has been placed on the new institutional economics theory, in an attempt to understand the major constraints that precluded Algeria’s economic take-off. Lastly, some technical solutions were proposed with regard to the role that must be played by state bodies, whether they be executive, legislative or judicial, as well as trying to reconsider the economic system, without neglecting the central role played by the civil society in creating real dynamics for the Algerian economy.
