الملخص
ان التسارع الرهيب الذي نراه في تأثير العولمة و الفرص والذي تفرضه علينا التكنولوجيا لا يزال مستمرا في كل المجالات التي نعيشها . وهذا بلا شك قد جلب معه او بالأحرى قد اصبح ضرورة تفرض ذاتها لمواكبة التغيير والتنظيم الحادث وفق ما يتماشى مع متطلبات العصر لجميع دول العالم . و بالرجوع الى التكنولوجيا في عصرنا اين نشعر او بعبارة اخرى نجد انه و بشكل كبير للغاية بوجود تلك التقنيات اير تقنيات المعلومات اين بدأت الدول بالمنافسة الدولية عليها ومحاولة زيادة الكفاءة داخل الدولة . حيث نجد انه اليوم و في جميع أنحاء العالم ، بدأت البلدان تتخلى عن الاجراءات البيروقراطية التقليدية والهيكلة القائمة على الأعمال الورقية لتتحول إلى نهج الحكومة الإلكترونية . لتقديم أعلى مستوى من الخدمة لمواطني الدولة. هناك عدة طرق و ومناهج مختلفة لتقديم الخدمات العامة. في هذه الحالة ، لدينا أكبر تغيير في عصرنا عصر تكنولوجيا المعلومات يتمثل في الخدمات التي تقدمها الدولة . متعلقة باستخدامها للإنترنت في تقديم الخدمات العامة وتقديم الخدمات بمساعدة الكمبيوتر ، بالمختصر "الحكومة الالكترونية " وهذا ما أدى إلى ظهور ما يعرف بالتطبيقات . In this case, we have the biggest change in our era of information technology is the services provided by the state.
