الملخص
كان لأحداث 11 سبتمبر 2001 تأثير واضح على مفهوم التهديد، حيث طرحت مدلول جديد للأمن الدولي سواء فيما يتعلق بالترتيبات الأمنية أو الاستراتيجيات الأمنية الجديدة، حيث اعتبر الإرهاب أخطر مصادر التهديد التي تواجه أمن الدول والمجتمعات، حيث توجهت العديد من الدول التي تبني تدابير وتشريعات جديدة لمواجهة ظاهرة الإرهاب وانخرطت فيما يسمى الحرب ضد الإرهاب، انطلاقا من ذلك عمدت الكثير من الدول لتغليب الجانب الأمني للدولة على حساب أمن وحقوق الأفراد، أي أولوية أمن الدولة على أمن الأفراد وأصبحت هذه الاولوية ذات بعد عالمي وهذا حتى في الدول الديموقراطية.
