تفسير عملية بناء الدولة وفق المنظور الليبرالي

الملخص
تهدف هذه الدراسة إلى محاولة إبراز مفهوم عملية بناء الدولة، الذي يعد كأحد أهم المواضيع استقطابا للدراسة في حقل العلوم السياسية والعلاقات الدولية، ويتّضح من السياق الزمني لظهور هذا المفهوم، ارتباطه بالتغيّر الحاصل في هيكليّة النظام الدولي. بحيث اتجهت دراسات عديدة خلال العقدين الأخيرين، إلى إلقاء الضوء على أهمية الدولة والمؤسسات، وذلك رغم استمرار الاتجاه الذي ركز على الأساس الاجتماعي، وجاءت هذه العودة للاهتمام بالدولة تحت إلحاح عوامل عديدة، من أبرزها انعدام استقرار الدولة وضعفها الذي مثّل سمة هيكلية لكل نظم الدولة في العالم الثالث. وساهمت عدّة أطر فكرية والنظريات المختلفة لمنهجية البحث حول مفهوم عملية بناء الدولة، وطرحت المنظورات السياسية المختلفة (كالنظرية الليبرالية) التي قدمت تفسيرات عن هذا المفهوم. وقد شكلت بالتالي عملية إعادة بناء الدولة إحدى الإشكاليات المهمّة في النظرية السياسية الليبرالية. This intervention aims to try to highlight the concept of the state building process, which is considered as one of the most important topics to attract study in the field of political science and international relations, and it is clear from the temporal context of the emergence of this concept, its relationship to the change in the structure of the international system. So that many studies during the last two decades tended to shed light on the importance of the state and institutions, despite the continuation of the trend that focused on the social basis, and this return to interest in the state came under the urgency of many factors, most notably the instability and weakness of the state, which represented a structural feature of all state systems in Third world. Several frameworks of thinking and different theories contributed to the research methodology on the concept of the state-building process, and various political perspectives (such as the liberal theory) that provided explanations for this concept were presented. Thus, the process of rebuilding the state was one of the important problems in liberal political theory.
