الملخص
الأمن و الديمقراطية وجهان لعملة واحدة ، فلا وجود للديمقراطية بدون أمن ، ولا لأمن بدون ديمقراطية ، حيث بلغ التداخل بينهم ما بلغ ،ولقد نتج عن ذلك اتساع نطاق التداخل بين متطلبات الممارسة الديمقراطية ومتطلبات تحقيق الأمن، بمعنى أن جميع المجتمعات والنظم السياسية المعاصرة صارت تواجه ما يمكن أن نطلق عليه بمعضلة الأمن و الديمقراطية . Abstract: Security and democracy are two sides of the same coin. There is no democracy without security, and there is no security without democracy, as the overlap between them has reached as much, and this has resulted in the widening of the overlap between the requirements for democratic practice and the requirements for achieving security, meaning that all contemporary societies and political systems are facing what We can call it the dilemma of security and democracy.
