الهجرة غير الشرعية من إفريقيا نحو أوروبا: مقاربة متعدية لتحديد المسؤوليات

الملخص
ملخص: تعالج هذه الورقة البحثية أسباب الهجرة غير الشرعية، وتوضح مسؤولية الدول الإفريقية المصدرة للمهاجرين انطلاقا من اختلالاتها السياسية والاقتصادية الداخلية، ومسؤولية الدول الأوروبية بوصفها دولا مستقبلة للمهاجرين، من خلال إدامة الوضع المرتهن في إفريقيا، وتعطيل عملية الإصلاحات السياسية والاقتصادية الكفيلة بتحسين ظروف العيش الكريم في القارة السمراء. وبناء على ذلك، تستعرض الورقة البحثية سبل وآليات معالجة هذه الظاهرة، وتبين تقاطع أدوار دول المصدر ودول الاستقبال لاحتوائها Abstract This research paper addresses the causes of illegal immigration, and shows the responsibility of African countries as exporting countries for illegal immigrants, and the complicity of European countries as receiving and attractive countries, through the participation of their political systems and their alliance with the ruling elites in Africa to disrupt the process Political and economic reforms that help improve the situation in Africa, that drives and encourages migration. Based on identifying the parameters of responsibility, the paper proposes solutions to this phenomenon, and shows how the roles of African countries intersect with those of European countries, to create the conditions for containing illegal immigration.
