دور الفواعل الايجابية في مواجهة جرائم الفساد The Role Of Positive Actors In Confronting Corruption Crimes

الملخص
لقد أصبح الفساد من أبرز الجرائم التي تميز المجتمعات الحديثة، وذلك بالنظر لانتشاره الواسع وتعدد وسائله وتنوع مظاهره وخطورة آثاره ونتائجه، الامر الذي يستدعي دعم الجهود لمكافحة هذه الجرائم التي أصبحت ظاهرة تهدد استقرار وأمن هذه المجتمعات. وعليه فقد برزت العديد من الفواعل السلبية منها والإيجابية، بحيث ينصرف معنى الفواعل السلبية إلى ما يحتاج يجب تجنيه والابتعاد عنه قصد الحلول دون وقوع جرائم الفساد، وينصرف معنى الفواعل الإيجابية إلى ما يجب القيام به لمواجهة جرائم الفساد التي وقعت بالفعل، والحلول دون وقوع المزيد من هذه الأخيرة. Abstract : Corruption has become one of the most prominent crimes that characterize modern societies, given its wide spread, its widespread and diverse manifestations, the seriousness of its effects and its consequences, which calls for supporting efforts to combat these crimes, which have become a phenomenon that threatens the stability and security of these societies. Therefore, many negative and positive factors have emerged, so that the meaning of negative factors goes to what needs to be gained and to move away from it in order to solve without the occurrence of corruption crimes, and the meaning of positive factors to what needs to be done to face the crimes of corruption that have already occurred, and solutions without further occurrence of the latter.
