الملخص
تهدف هذه الورقة البحثية إلى التعرض إلى مسألة مسؤولية الحماية كظاهرة حديثة من أكثر القضايا إثارة للجدل مع مسألة الأمن الإنساني كبعد دولي لا يقتصر مداه على أمن الدولة بذاتها بل أمن الإنسان كفرد ضمن محور المعادلة الدولية، وهذا من أجل تحقيق أمن إنساني يكفل أمن الإنسان وسلامته في مختلف مجالات ومناحي الحياة والاعتراف بأهمية حاجات الإنسان للأمن والحد من مختلف المخاطر والتهديدات التي تمس به. This research paper aims to adress the issue of the responsability to protect as a modern phenomenon; one of the most controversial issues with the issue of human security as an international dimension whose extent is not limited to the security of the state, but to human security as an individual within the focus of the international equation, and this is in order to achieve human security that guarantees human security and safety in different areas and aspects of life, recognizing the importance of human needs for security and limiting the various risks and threats that effect him.
