الملخص
الملخص: أثبتت مختلف هيئات حقوق الإنسان و الولايات المنشأة في إطار الإجراءات الأممية الخاصة وجود علاقة وثيقة بين حقوق الإنسان و البيئة، ما يفرض وجود مركز تنسيق بشأن قضايا حقوق الإنسان و البيئة، من شأنه توفير مساهمة قيمة لمختلف الإجراءات الخاصة التي تعنى بالأبعاد البيئية تنفيذا لبرنامج الأمم المتحدة للتنمية المستدامة، ما جعل ضرورة إنشاء جهاز خاص مستقل حتمية تتطلب تجسيدها في إطار الاجراءات الأممية الخاصة التي تنشؤها الأمم المتحدة وأجهزتها، و تمثل ذلك بإنشاء جهاز المقرر الخاص المعني بمسألة التزامات حقوق الإنسان المتعلقة بالحق في بيئة آمنة ونظيفة وصحية و مستدامة. Abstract: The various human rights bodies and mandates established within the framework of UN special procedures have proven the existence of a close relationship between human rights and the environment, which necessitates the existence of a coordination center on human rights and environmental issues, which would provide a valuable contribution to the various special procedures dealing with environmental dimensions in implementation of the United Nations Program For sustainable development, which made the necessity of establishing an independent special body imperative that requires its embodiment within the framework of the special international procedures established by the United Nations and its organs, and this was represented by the establishment of the body of the Special Rapporteur on the issue of human rights obligations related to the right to a safe, clean, healthy and sustainable environment.
