واقع مجتمع الهامش وتحدياته في سياق وبائي : المجتمع المغربي نموذجا

الملخص
نتناول في هذا المقال قضية اجتماعية لها راهنيتها في السياق الوبائي، تلك التي أصبحت مركز الاهتمام بامتياز، إنها قضية "مجتمع الهامش"، لنكشف عن بعض الديناميات والسيرورات التي أفرزت هذه البنية الاجتماعية الهشة، ونبرز عمق التفاوتات الاجتماعية والمجالية في المغرب والتي من أبرز مؤشراتها ارتفاع معدلات الفقر والهشاشة، ونحلل كيف ساهمت إجراءات الحجر الصحي الصارمة في كشف الأبعاد المتعددة لهذه الفوارق البنيوية، فأشكال اللامساواة ومستويات الهشاشة والفقر تتجاوز المعطيات الكمية المحضة لتشمل وقائع كيفية ومعنوية، وفي هذا الإطار سنقوم بتحليل بعض معطيات ونتائج بحث المندوبية السامية للتخطيط حول التأثيرات الاجتماعية والاقتصادية والنفسية لجائحة كوفيد 19 على عينة من الأسر المغربية (ماي 2020( . تأسيسا على ذلك، يسعى هذا المقال، باقتحامه عوالم الهشاشة والفقر، إلى تكريس ثقافة الاعتراف ب"الآخر الهامشي" ومواطنة " اللامرئيين الاجتماعيين" فاتحا نافذة للأمل وفضاء للتفكير الجدي في اقتراحات إجرائية تهدف إلى تبني سياسة اندماجية مستدامة كخيار استراتيجي، وتجاوز خيار التضامن الموسمي والعلاجات السطحية والانتقائية المؤقتة المرتبطة بسياقات الأزمة أو الجائحة. : Absract In this article ,use tackel a social issue that has its relevance in an épidémiological context, an issue that became the core of attention sensatunally. The issue of « the marginal society », inorder to unmask some of the dynamics and processes which have produced this fragile social structure and also to highlight the depth of the social and spatial variations in Morocco, which its most common indicators is the high rate . of poverty and fragility Basides, we analyse, in this article how much the strict procedures of the quarantine have contributed in detecting the multiple dimensions for these structural variations. Inequality forms, levels of vulnerability and poverty transcend purely quantitative data to include some facts of how and what is moral. In this framework, we are going to analyse some data and results of high commissioner for planning research about the .
