الملخص
يستهدف هذا المقال مناقشة موضوع إشكالية الفوارق المجالية في توزيع السكان والتجهيزات عبر المجال الولائي القسنطيني وواقع إعادة التنظيم، حيث أن هذه الولاية تضم موارد بشرية وتجهيزات مختلفة موزعة عبر كامل مجالها، لكن هناك تباين في هذا التوزيع، فهي تكثر في المركز وتقل كلما إتجهنا نحو الأطراف مما جعلها تتميز بعدم التجانس المجالي وبروز فوارق من حيث تركز السكان والتجهيزات، حيث أن المركز يتميز بضغط في حين البقية مهمشة، ما توجب على السلطات تطوير هذه المناطق المهمشة وإعادة توزيع السكان لتخفيف الضغط عن المركز وخلق توازن على مستوى المجال. Le but de cette publication est la pose de la problématique des différences spatiales dans la répartition aussi bien de la population que les équipements à travers l’espace wilayal constantinois. En effet par son importance historique et son poids démographique, cette wilaya recèle de nombreux équipements se caractérisant par leur non homogénéité poussant à l’émergence de différences locales et par conséquent des disparités criantes entre les chef lieux et leurs espaces d’où la nécessité de développer ces zones et envisager la redistribution de la population pour soulager les centres et créer un équilibre en termes de répartition de la population et des équipements entre les communes. The aim of this publishing is the problematical placing of the spatial differences in the breaking down of the population as well as the distribution of the equipments through the space of the area of Constantine. In fact‚ according to its historical importance and its demographic weight‚ numerous equipments lie within this area and are distinguished by their non-homage- neatly leading to the emergence of local differences‚ and consequently to flagrant disparities between the chief towns and their spaces from where the necessity to develop these zones and to consider the breaking down of the population in order to relieve the downtowns and to create a balance in terms of breaking down of the population and the distribution of equipments among the communes.
