واقع النمو الحضري وانعكاساته المجالية على المدن الكبرى بالجزائر-حالة مدينة قسنطينة-

الملخص
لقد ساهم التركز السكاني الكبير والموقع الممتاز لحي سيدي مبروك السفلي ضمن المجال الحضري القسنطيني ومجموعة من العوامل الأخرى منها اقتصادية واجتماعية وثقافة المجتمع وتهميش المواطن الى انعكاسات خطيرة على النسيج الحضري بالحي وتشويه مظهره العام وانعدام الانسجام والتوازن بين مختلف مركباته ( السكن – السكان والمرافق ...) . ولقد تناولنا في بحثنا هذا دراسة انعكاسات النمو الحضري على النسيج الحضري نظرا لأهميتها البالغة وخاصة في الوقت الراهن ونحن نعيش فوضى مجالية سببها الأول غياب دور المجتمع المدني وغياب سياسة التحفيز من طرف الدولة مما لا يشجع السكان على المشاركة في صناعة قرارات تخص المجال الحضري وبذلك سياسات التنمية الحضرية . Résumé La grande concentration de la population et l’excellente position du quartier Sidi Mabrouk inférieur dans la zone métropolitaine de Constantine ainsi que d’ autres facteurs principaux entre autres ,les facteurs socio –économiques , culture sociétale et la marginalisation du citoyen dans la prise de décision quant à l’espace dans lequel nous vivons, ont contribué à des répercussions graves sur le tissu urbain du quartier, la déformation de son aspect général ,de même le manque d’harmonie et d’équilibre entre ses différentes composantes (habitat - habitants et équipements ... ). Dans notre recherche, nous avons étudié l’impact de la croissance urbaine sur le tissu urbain, compte tenu de son importance critique, en particulier à l’heure actuelle, car nous vivons une anarchie spatiale, principalement trouvant ses causes dans l’absence du rôle de la société civile dans la sensibilisation des citoyens, leurs sentiment d’appartenance à celui-ci et l’absence d’une politique de motivation de l’État, qu’est n’encourage pas la participation des citoyens à la prise de décision et donc aux politiques de développement urbain Abstract The high concentration of the population and the excellent position of the lower Sidi Mabrouk district in the metropolitan area of Constantine, as well as other main factors, including socio-economic factors, social culture and the marginalization of the citizen in the decision-making as to the space in which we live, have contributed to serious impacts on the urban fabric of the district, the deformation of its general aspect, also the lack of harmony and balance between its various components (habitat - inhabitants and equipment ... ) In our research, we studied the impact of urban growth on the urban fabric, given its critical importance, especially at the moment, because we are living in spatial anarchy, mainly due to the absence of the role of civil society in raising citizens' awareness, their sense of belonging to it and the absence of motivation of the State, that is does not encourage the participation of citizens in decision-making and therefore in urban development
