واقع التمكين الإداري في الإدارة المحلية- دراسة تطبيقية على مجموعة من البلديات بولاية بسكرة

الملخص
تهدف هذه الدراسة إلى التعرف على واقع التمكين الإداري في الإدارة المحلية لدى عينة من عمال بلديات ولاية بسكرة، كذلك تهدف الدراسة إلى معرفة واقع التمكين الإداري في هذه البلديات، تكون عينة الدراسة من (160) مفردة ، واشتملت الدراسة على استبانة مكونة من (50) عبارة موزعة في (3) مجالات رئيسية، وبعد التأكد من دلالات صدقها وثباتها حيث بلغ معامل الثبات (0.937). واستخدمت المتوسطات الحسابية والانحرافات المعيارية والرتبة، وقد توصلت الدراسة إلى مجموعة من النتائج كان من أبرزها: أن مستوى بعد تفويض السلطة والمشاركة في اتخاذ القرارات وبعد الاتصال وبعد فرق العمل جاء بشكل عال من وجهة نظر عاملي البلديات محل البحث بولاية بسكرة، في حين جاء بعد الالتزام وبعد التحفيز وبعد التدريب بشكل متوسط من وجهة نظر عاملي البلديات محل البحث بولاية بسكرة. Abstract This study aims to identify the reality of administrative empowerment in local administration among a sample of municipal workers in the wilaya of Biskra. The study also aims to know the reality of administrative empowerment in these municipalities. The study sample consisted of (160) individuals, and the study included a questionnaire consisting of (50) A statement distributed in (3) major areas, and after confirming the indications of its validity and reliability, where the reliability coefficient reached (0.937). Arithmetic means, standard deviations and rank were used. The study found a set of results, the most prominent of which are: The level of after delegating authority, participating in decision-making, after contact, and after work teams came highly from the viewpoint of the municipal workers in question in the wilaya of Biskra, while it came after commitment, after motivation, and after training, in a moderate manner.
