الملخص
ملخص: يقتضي تمكين الشباب العربي تعزيز قدراتهم،و هو ما يستوجب تحسين منظومات الخدمات الأساسية ،و خصوصا في مجالي التعليم و الصحة .كما يتعين توسيع نطاق الفرص المتاحة لهم –من خلال اقتصاديات تولد عملا لائقا و تشجع ريادة الأعمال،و بيئات سياسية تشجع حرية التعبير و المشاركة الفاعلة ،و نظم اجتماعية تعزز المساواة و تعمل ضد كل أنواع التمييز . و في هذا المقال المعنون ب: الشباب و التنمية الإنسانية في البلدان العربية :تحديات مرحلة التحول،توصلنا إلى أن هذه الفئة لا تزال تعاني من مشاكل عويصة أهمها خطر الفقر،و الركود الاقتصادي و الإقصاء السياسي و الاجتماعي و عدم الحصول على تكوين جيد، و في استطاعة التمكين أن يكسر هذه الدوامة . و هذا لن يتحقق إلا بتبني النموذج المتفق عليه عالميا في مقاربة قضايا الشباب.الذي يقوم على اعتبار الشباب فئة اجتماعية و ديمغرافية تواجه تحديات خاصة بها،و على استهداف الشباب باعتبارهم موارد بشرية ،في سياق اجندة متكاملة لصياغة السياسات المتعلقة بهم و تنفيذها. Abstract: empowering Arab youth requires strengthening their capabilities ,which requires improving basic service systems, especially in the areas of education and health .the range of opportunities available to them must also be expanded –through economies that generate decent work and encourage entrepreneurship ,and political environment that encourage freedom of expression and active participation ,and social systems that promote equality and work against all types of discrimination . And in this article entitled: youth and human development in Arab countries, we concluded that this group is still suffering from difficult problems, the most important of which is the threat of poverty, economic stagnation, political and social exclusion, and lack of access to good training. This will only be achieved by adopting the internationally agreed model in approach to youth issues, which is based on considering youth as a facing their own challenges, and on targeting youth as human resources, in the context of an integrated agenda for formulating and implementing policies related to them.
