الجودة الشاملة في مؤسسات التعليم الجامعي ومتطلبات تطبيقها

الملخص
تسعى مؤسسات التعليم العالي لزيادة كفاءتها وجودتها كي تحقق حاجات المجتمع ومتطلبات التنمية وسوق العمل، وتتخلص من النظم التقليدية والبيروقراطية والتوجه نحو النظم الحديثة، وكذا امتلاك المرونة والديناميكية اللازمة للارتقاء نحو المستقبل. تعتبر إدارة الجودة الشاملة في الجامعات أحد المداخل المهمة لتحقيق تلكم الأهداف. يتناول هذه المقال المفاهيم المرتبطة بالجودة في التعليم العالي، كما يتناول بعض التجارب العالمية والعربية في مجال تطبيق إدارة الجودة الشاملة في التعليم العالي، وفي الأخير تعرض الدراسة أساليب مقترحة لتطوير الجامعة الجزائرية في ظل تبني إدارة الجودة الشاملة في ضوء التجارب العربية والعالمية، كجودة الأستاذ، جودة الطالب، جودة البرامج التعليمة وطرق التدريس. Higher education institutions seek to increase their efficiency and quality in order to achieve the needs of society and the requirements of development and labor market, and to get rid of the traditional systems and bureaucracy and orientation towards modern systems, as well as possessing the necessary flexibility and dynamic to upgrade to the future. Total quality management in Higher education is considered as one of the important approaches to achieve these goals. This article addresses the concepts associated with quality in higher education, and discusses some Arab and international experiences in the application of total quality management in higher education. At the end, this study presents proposed methods for the development of the Algerian university in light of the adoption of total quality management based on Arab and international experiences, such as the quality of Professor, quality of student, quality of educational programs and teaching methods.
