Le Risque Inondation Dans Le Bassin Versant De L’oued Korrich Et Les Limites Territoriales. Le Cas Des Inondations De Bab El Oued, Alger.

Résumé : Le risque d’inondation est un phénomène auquel l’Algérie, notamment Alger, est soumise. La survenue des inondations urbaines de novembre 2001 a affecté des centaines de communes et induit des pertes de vies humaines et des dégâts matériels drastiques. La présente étude porte sur une zone à très fort risque d’inondation qui se localise dans le massif de Bouzaréah, notamment le bassin versant de l’Oued Korrich. Elle concerne l’analyse d’un espace pentu positionné géographiquement en amont, dont les effets sont subits par l’espace urbain à l’aval. Nous nous sommes intéressés au milieu d’intervention des municipaux. Il s’agit des communes constituant le bassin versant de l’Oued Korrich, notamment Bouzaréah, qui se situe à l’amont et Bab El Oued à l’aval. Exposé au risque d’inondation, la commune de Bab El Oued qui se situe en aval est un centre urbain qui a intercepté toutes les eaux (ruisselées et canalisées), ainsi qu’une partie des terres et des déchets issus de la commune de Bouzaréah lors de la tragédie de BEO du 10 novembre 2001. Dans cette étude nous tenterons d’apporter des éléments de réponse à la compréhension du risque d’inondation et sa gestion au niveau local. Elle met en avant l’absence d’une gestion intersectorielle et propose une forme de coopération correspondant à une « intercommunalité de gestion » afin d’anticiper et gérer les risques d’inondation avec les collectivités. Abstract: Flood risk is a phenomenon which Algeria including Algiers, is submitted. The 2001 urban floods have affected hundreds municipalities and have caused drastic human losses and material damage. This study is focused on a high-risk area which locates in the Bouzaréah massive, including the watershed of Oued Korrich. It concerns the analysis of a sloping area geographically positioned upstream, of which the effects are suffered by the urban space downstream. We were interested in the intervention environment of the municipalities. These are the communes constituting the watershed of the Oued Korrich, particularly Bouzaréah, which is located upstream and Bab El Oued downstream. Exposed to risk, Bab El Oued is an urban center which received all water (runoff and channeled), as well as part of the land and waste from the commune of Bouzaréah, during the BEO tragedy of November 10, 2001. In this study, we will attempt to provide answers for understanding the flooding risks and its management at the local level. It highlights the absence of intersectoral management and proposes a form of cooperation corresponding to "inter-municipal management" in order to anticipate and manage the risks of flooding with the communities. ملخص : إن خطر الفيضانات ظاهرة تخضع لها الجزائر، خاصة الجزائر العاصمة، حيث أثرت الفيضانات الحضرية لعام 2001 على مئات البلديات و أدت إلى خسائر مست الأرواح و كذا أضرار مادية جسيمة.تركز هذه الدراسة على منطقة شديدة الخطورة. و هي تعتبر فضاء منحدر متمركز جغرافيا في المنبع، مما تسبب في آثار على الفضاء الحضري الواقع في الأسفل (المصب). مما جعل اهتمامنا ينصب على وسط تدخل مسيري البلديات. هته التي تشكل حوض مياه وادي قوريش ، ولا سيما بوزيعة التي تقع في المنبع و بلدية باب الوادي في مجرى الوادي بالذات، مما يعرضها للخطر.إنها مركز حضري تلقى جميع المياه (السطحية و المياه المنقولة بالأنابيب) ، وكذلك جزء من التربة والنفايات من بلدية بوزريعة خلال مأساة التي عاشتها باب الوادي في 10 نوفمبر 2001. في هذه الدراسة نحاول تقديم عناصر لفهم خطر الفيضانات وتسيره على المستوى المحلي. كما تساهم في تسليط الضوء على غياب التسيير المشتركة بين القطاعات وتقترح شكلاً من أشكال التعاون الذي يتوافق مع "التعاون الإداري فيما بين البلديات" من أجل توقع و تسيير خطر الفيضانات من طرف المجتمعات المحلية.
